Sir,
With reference to my Confidential despatch of
28th February, I have the honour to transmit to you a memorial from the officials of the Colonial Audit Department
now stationed in Hongkong with regard to their salaries.
I adhere to the view which I have expressed

in previous despatches that the salaries recommended by me
are adequate for these officers and that the present cost
of the Audit of this Colony's accounts is unduly high.
I note that in paragraph 16 of the memorial

it is stated that the Assistant Auditors are the two senior
assistants in the Colonial Audit Department. If this
statement is correct, it would appear to be desirable to transfer one or other of them, since it seems obvious that
out of three Auditors in this small Colony one at least
ought to be a junior officer.
